Lapse in Appropriations
Information about OHSRP and IRB operations during the lapse in appropriations
During the lapse in appropriations, OHSRP and IRB Operations will be operating at only minimal essential functions as described below. Staff will not have access to email during the lapse in appropriations, so staff email will not be monitored during this time. Any urgent communications with the IRB should be sent to IRB@od.nih.gov
Note for Investigators: Only the following submissions will be reviewed during the lapse in appropriations: Continuing Reviews that are due to expire imminently, Single-patient emergency INDs (SPINDS), and modifications that are necessary to ensure safety and welfare of participants. In addition, Reportable New Information (RNIs) should continue to be submitted per Policy 801(https://policymanual.nih.gov/3014-801). All other IRB submissions will be held until funding is restored and normal operations resume.
Note for IRB Members: IRB meetings will not take place during the lapse in appropriations, unless necessary to review Continuing Reviews or urgent modifications. We will notify members directly when meetings will resume.
